Head of Operational Support

The Discrimination Ombudsman (DO) is seeking an experienced manager with strong leadership skills to lead and develop the agency's operational support. In your role as the head of the operational support unit, you have a strong interest in leadership, governance, and operational development. As the head of the operational support unit, you will be part of the agency's management team and contribute to DO's strategic development. You will report directly to the head of the agency.

The Unit

The mission of the operational support unit is to ensure that the agency's operations are conducted professionally, functionally, and efficiently, in accordance with applicable regulations and DO's governing documents. The unit's mission includes coordinating the agency's planning and follow-up of operations.

The unit consists of 18 employees and is divided into three sections: the finance and procurement section, the infrastructure section, and the HR section. Employees in the finance and procurement section are led by the unit manager, while the other two sections are led by section managers.

Your Responsibilities

As the head of operational support, you are responsible for leading and developing the operations and representing the unit's interests. As the head of the unit, you are responsible for the finance and procurement, HR, and infrastructure sections. Together with two section managers, you will develop the operations to contribute to the unit's and the agency's goals. Your responsibilities also include planning and following up on work, as well as ensuring progress and efficiency in the unit's work. The unit is currently undergoing development and change to ensure effective operations and management.

Part of your role is to assist the Ombudsman with advice and support, both strategically and operationally, regarding the agency's financial strategy and in the development of cross-agency work processes. Continuing to develop financial management and driving annual governance and follow-up processes are part of the role.

Your role also includes maintaining contacts with the Government Offices, the National Audit Office, and other external contacts in financial matters.

The breadth and complexity of the unit's mission require leadership characterized by curiosity, humility, excellent collaboration skills, and a holistic perspective.

The unit manager has overall responsibility for operations, budget, employer responsibilities, and working environment for the unit and its employees, as well as employer responsibility for the section managers.

Requirements Profile

We are looking for someone with:

  • a university degree in economics or equivalent education deemed comparable by DO.
  • extensive knowledge and relevant experience in leading and driving operational development as a manager.
  • extensive and current experience in financial and operational management and follow-up in public sector operations.
  • good knowledge of and relevant experience from the public administration.
  • excellent leadership skills.
  • experience in leading managers.
  • relevant experience in management team work.
  • extensive experience and knowledge in driving change processes.
  • excellent proficiency in Swedish and English, both spoken and written.

You should also have a strong ability to:

  • be trustworthy and clear.
  • analyze and make strategic assessments based on the needs of the operations.
  • be confident and unpretentious.
  • collaborate and build good relationships.
  • create structure and coordinate and prioritize various operational issues related to both the unit's and the agency's responsibilities.
  • share your knowledge and experiences with both employees and managers.

  • lead, inspire, motivate, and develop employees.
  • meet people with respect and maintain a high degree of integrity.
